    4月29日凌晨5时,铁道部召开全路运输安全紧急电视电话会议,传达贯彻党中央、国务院领导同志对“4·28”胶济线旅客列车特别重大事故的重要批示和重要指示精神,通报事故情况。铁道部党组书记、部长刘志军动员全路深刻吸取事故教训,迅速采取坚决有力措施,杜绝严重事故的再次发生,迅速稳定铁路运输安全局面。
    MOR called an urgent televised meeting on transportation safety at 05:00 on April 29th to debrief the very grave passenger train accident on JiaoJi Line on April 28th and pass on and implement the central authority’s important directives on the accident. MOR Party Secretary & Minister Liu Zhijun urged the whole sector to draw  hard lessons from the accident and take swift and forceful measures to preclude the re-occurrence of such accident and consolidate transportation safety in a timely manner.
   
    4月28日4时38分,由北京开往青岛的T195次旅客列车运行至济南铁路局管内胶济下行线王村至周村东间290公里800米处,因超速,机后9至17位车辆脱轨,并侵入上行线。4时41分,由烟台开往徐州的5034次旅客列车运行至胶济上行线290公里850米处,与侵入限界的T195次列车第15、16位间发生冲突,造成5034次列车机车及机后1至5位车辆脱轨。事故导致70人死亡,416人受伤,中断胶济上下行线行车21小时22分,构成铁路交通特别重大事故。
    Passenger train No.T195, en route from Beijing to Qingdao, derailed from its back because of exceeding the speed limit at 290km+800m between Wangcun and Zhoucun East of Jinan Railway Administration at 04:38 on April 28th, causing its cars 9-17 to jump onto the parallel track. At 04:41, passenger  train No.5034 collided with  the cars 15-16 of T195 at  290km+850m  on its way from Yantai to Xuzhou, derailing its locomotive  and cars 1-5. The accident has left 70 dead and 416 injured, and caused JiaoJi Line a suspension of 21 hours 22 minutes, thus constituting a very grave railway accident.

    “4·28”特别重大事故发生后,党中央、国务院领导高度重视,胡锦涛总书记、温家宝总理、张德江副总理、马凯国务委员迅速作出重要批示和重要指示,对事故救援、善后处理及铁路运输安全工作提出明确要求,指出,要全力救治伤员,妥善处理善后,尽快恢复正常行车秩序,查明事故原因。张德江副总理率国务院工作组立即赶赴事故现场,指导事故处理工作,对伤员救治、旅客安置、治安秩序、消除铁路安全隐患等工作作出重要部署。
    The leaders of the Central Committee of CPC and the State Council attached  great importance to the very grave  accident of  April 28th. General Secretary Hu Jintao, Premier Wen Jiabao, Vice Premier Zhang Dejiang and State Councilor Ma Kai delivered important instructions and directives  swiftly after the accident. The leaders urged for all-out efforts to rescue the injured, handle the aftermath properly, resume normal transport and find the accident causes as soon as possible. Heading a State Council task force, Vice Premier Zhang  Dejiang  rushed  to  the accident site to supervise accident handling  and  make  important maneuvering in the rescue efforts, passenger settlement, public security and solving the potential safety problems.

    中共中央政治局委员、国务院副总理张德江4月25日在铁道部调研时强调,要从战略和全局的高度,充分认识推进铁路改革发展的重要意义,认真贯彻落实党的十七大精神,坚持科学发展、和谐发展,坚持改革创新,抓住难得机遇,加快建设步伐,努力实现铁路跨越式发展,为全面建设小康社会作出更大贡献。
    During his inspection at MOR on April 25th, Member of CCCPC Political Bureau & Vice Premier Zhang Dejiang  emphasized  CR shall fully understand the significance of railway reform and development from the strategic height and with the whole  picture  in mind, carry out in  earnest the  gist  of the 17th CPC National Conference, adhere  to  science-based and harmonious development, carry on  reform and innovation, grasp the unprecedented opportunity and  step up railway construction so as to achieve quantum development of the Chinese Railways and make greater contribution to the building of a well-off society in an all-round way.

    5月12日20时30分,铁道部党组书记、部长刘志军在西安主持召开全路紧急电视电话会议,传达了温家宝总理对铁路抗震救灾工作的重要指示和李克强副总理在国务院抗震救灾工作会议上的重要讲话精神,通报四川汶川地震对铁路的影响情况,部署铁路抗震救灾工作,动员全路迅速行动起来,全力以赴做好铁路抗震救灾工作,确保人民群众生命财产安全,确保铁路大动脉安全畅通。
    MOR Party Secretary & Minister Liu Zhijun called an urgent televised meeting from Xi’an  at 20:30 on May 12th to pass on Premier Wen Jiabao’s important instructions on railway’s earthquake  rescue  and relief as well as Vice  Premier Li Keqiang’s important speech delivered at the State Council’s meeting on earthquake rescue and relief. Minister Liu debriefed the impact of Wenchuan earthquake on railways, made deployment on railway rescue and relief, called on the whole sector to take swift actions and mount all-out efforts to manage the rescue and relief so as to protect the people and their property, and secure safe and smooth railway operation.

    4月22日,铁道部党组书记、部长刘志军把云南、湖南、江西的部分粮食主管部门和粮食、饲料企业负责人请到铁道部进行座谈;23日至24日,又深入吉林双辽市,黑龙江佳木斯市、齐齐哈尔市的粮食企业,分别与吉林省省长韩长赋、黑龙江省省长栗战书一起现场调研,了解粮食购销企业需求,征求对铁路运输的意见和建议,为企业解决运输难题。在充分调研的基础上,刘志军决定,深入挖掘潜力,采取超常措施,集中全路运力资源,决战60天,为东北地区集中抢运1000万吨粮食,最大限度地解决东北粮食外运难问题。
    MOR Party Secretary & Minister Liu Zhijun invited  officials and corporate  managers in charge of grain and feed from Yunnan, Hunan and Jiangxi to MOR for talks on April 22nd. Minister Liu, joined by Jilin Governor Han Changfu and Heilongjiang Governor Li Zhanshu, conducted a survey  tour to the grain enterprises in Shuangliao City of Jilin Province, Jiamusi City and Qiqiha’er City of Heilongjiang Province from April 23rd  to 24th to learn about the  need of  the  grain  dealers, solicit  views on railway services and solve  transportation issues for the enterprises. After an in-depth survey, Minister Liu has decided that CR shall further tap transport potential, take extraordinary measures and mobilize the whole sector’s resources so as  to ship 10 million tons of grain from the northeast within 60 days and solve the outbound grain transport bottleneck.
   
    4月26日,参加海南建省办特区20周年庆祝活动的铁道部党组书记、部长刘志军来到海南东环铁路南渡江特大桥建设工地,看望广大工程技术人员和建设者,察看工程进展情况。他要求建设、设计、施工、监理单位确保质量安全,保证合理工期,严格控制投资,保护生态环境,努力把海南东环铁路建设成为经得起历史检验和社会评判的精品工程,为海南成为科学发展、和谐发展示范区提供可靠运输保证。
    While  attending  the  20th  anniversary ceremonies of Hainan Special Economic Zone, MOR Party Secretary & Minister Liu Zhijun came over to the construction site of Nandujiang Super-Large Bridge of Hainan East Ring Railway on April 26th to convey  greetings  to the railway engineers and builders and inspect the project progress. Minister Liu requested the design, engineering, construction and supervision entities to ensure safety and quality, exercise effective control over schedule and budget, protect the eco-system and go all out to build the railway link into a quality project, which can stand the test of history and the society, so as to secure reliable transport service for Hainan in the capacity of a model  province for science-based and harmonious development.
   
    4月27日,铁道部党组书记、部长刘志军再次添乘动车组试验列车,对京津城际铁路开通运营前的准备工作进行全面检查。他强调,要尽快把京津城际铁路的工作重点从工程转到运营上来,抓紧设备调试、加强职工培训,建立规章制度,制定运营管理和行车组织方案,全面做好各项运营准备工作,确保京津城际铁路在北京奥运会前投入运营。
    Once more, MOR Party Secretary & Minister Liu Zhijun took a ride on the EMU test train to inspect the operational preparations of Beijing-Tianjin Inter-City Railway on April 27th. Minister Liu  urged  relevant units to  shift  the  focus  from  engineering to  operation, gear up the commissioning and debugging, strengthen staff training, work out managerial and operational rules, procedures and mechanism, and well manage the operational preparations so as to ensure a successful launch before the Beijing Olympic Games.

    5月7日,铁道部党组书记、部长刘志军在北京机务段检查安全大反思、大检查活动时强调,坚持自上而下,领导带头,深入扎实地开展好安全大反思、大检查活动,刻骨铭心地吸取“4·28”事故教训,迅速稳定铁路运输安全形势,打好安全生产翻身仗。
    During an inspection at Beijing Locomotive Depot on May  7th on the implementation  of  CR’s  self-contemplation and examination campaign, MOR Party Secretary & Minister Liu Zhijun emphasized that the executives  should  take  the lead in the safety  introspection campaign and draw hard lessons from the April 28th accident so as to consolidate transport safety and turn around the situation in a timely manner.
   
    5月9日,铁道部党组书记、部长刘志军又一次来到北京南站,检查工程进度和施工质量,要求各参建单位始终坚持高标准、严要求,精益求精地抓好最后阶段的各项工作,把北京南站建成不朽之作,为北京成功举办一次有特色、高水平的奥运会增光添彩。
    MOR Party Secretary & Minister Liu Zhijun came  once  again to Beijing South Station on May 9th to inspect the project progress  and construction  quality. Minister Liu requested all units to adhere to high standards and extreme strictness and strive for perfection in fine-tuning the last phase project so as to build the station into a masterpiece and add splendor to a  successful and unique Olympic Games.

    4月18日,京沪高速铁路开工典礼在北京大兴京沪高速铁路北京特大桥桥址隆重举行。京沪高速铁路自北京南站至上海虹桥站,全长1318公里,全线共设北京南、天津西、济南西、南京南、上海虹桥等21个车站,设计时速350公里,总投资2209.4亿元,项目建设总工期5年左右。京沪高速铁路由我国自行设计,自主开展系统集成,利用国内技术建设基础工程,装备全部由国内企业生产制造。
    A grand kick-off ceremony was held for the construction of Beijing-Shanghai High Speed Railway at the construction site of Beijing Super-Large Bridge in Daxing  District, Beijing  on  April 18th. With a total length of 1318 km, this high-speed  line has 21 stations, including Beijing South, Tianjin West, Jinan West, Nanjing South and Shanghai Hongqiao. The design speed is 350 km/h, total cost estimated at 220.94 billion yuan and the construction will take about 5 years. The design, system integration and civil construction of this high-speed railway will be based on the domestic  technology  and resources and all of the equipment will  be  produced  by  Chinese  enterprises.

    我国第一条时速达250公里的客运专线———合(肥)宁(南京)铁路4月18日开通运营。特快列车从合肥到南京运行时间1小时25分,比原先从蚌埠绕行缩短2小时16分。
    Hefei-Nanjing Railway, China’s first 250km/h PDL, was opened to traffic on April 18th. The journey time by express train has been cut down by 2 hours and 16 minutes to 1 hour and 25 minutes, compared with the previous detour via Bengbu.
