    近日，铁道部党组书记、部长刘志军与山西省委副书记、省长孟学农就加快山西铁路建设举行会谈。双方表示，将密切合作，加快山西境内大能力快速铁路通道建设，为山西经济社会又好又快发展提供可靠运力保证。
    MOR Party Secretary & Minister Liu Zhijun held talks with Under-Secretary of CPC Shanxi Committee & Governor Meng Xuenong on railway construction in Shanxi. The two sides vow to enhance collaboration and step up efforts in the construction of great-capacity express railway corridors so as to secure reliable transport capacity for the sound and rapid eco-social development of Shanxi.    
    2月22日下午，铁道部党组书记、部长刘志军与广西壮族自治区党委书记、自治区人大常委会主任郭声琨，自治区政府主席马飚等领导，在铁道部就加快推进广西铁路建设项目举行会谈。双方一致认为：铁路作为广西经济社会发展的重要基础设施，必须加快建设步伐，尽快构建布局合理、能力充足、装备先进的广西铁路网，促进广西经济社会又好又快发展。
    MOR Party Secretary & Minister Liu Zhijun met with Secretary of CPC Guangxi Committee & Chairman of the Standing Committee of NPC Guangxi Committee Guo Shengkun and Governor Ma Biao on railway development in Guangxi at MOR in the afternoon of February 22nd. Both sides agree that railway, as a key infrastructure  for  Guangxi’s eco-social development, should be developed and a railway network with rational layout, adequate capacity and advanced equipment be developed in a faster manner so as to contribute to Guangxi’s sound and rapid development.
    ２月２９日上午，铁道部部长刘志军与重庆市市长王鸿举等领导在铁道部举行会谈，双方一致认为，制约重庆经济社会发展的最突出问题是交通运输问题，从根本上解决这一问题，必须靠大能力、低成本的铁路运输。加快铁路建设，扩充铁路运输能力，对于重庆市紧紧抓住中央直辖、西部大开发、三峡工程建设、统筹城乡综合配套改革试验区等重大机遇，实现经济社会又好又快、更好更快发展的新目标，对于铁路部门紧紧抓住铁路建设黄金机遇期，加快实现建设发达完善铁路网的目标，都具有十分重要的战略意义。部、市将充分发挥各自优势，共同作出努力，进一步开创重庆铁路建设的新局面。
    MOR Minister Liu Zhijun held talks with Chongqing Mayor Wang Hongju at MOR in the morning of February 29th. Both sides agree that communications and transportation bottleneck is the paramount challenge to  Chongqing’s  socioeconomic  development while high-capacity and low-cost railway transportation is the root  solution. Accelerated railway development and capacity build-up is extremely significant for Chongqing to grasp the major opportunities (directly-administered-municipality under the central  authority, western  region development, the Three Gorges project, pilot region for urban-rural coordinated reform and etc.) so as to achieve more sound and rapid socioeconomic development, and for railways to grasp the  golden  opportunity of railway development to modernize and rationalize railway network. MOR and Chongqing vow  to make joint efforts and display respective advantage to create new momentum in Chongqing’s railway development.
    3月4日，青海省省长宋秀岩来到铁道部，对铁道部给予青海省经济社会发展的大力支持表示感谢，希望铁道部在铁路运输、铁路建设等方面继续给予关心和帮助。铁道部部长刘志军表示，支持青海经济社会发展是铁路部门义不容辞的责任，铁道部将全力推进青海铁路建设，加大运力倾斜力度，为青海省经济发展和民生改善作出新贡献。
    The Governor of Qinghai Province Song Xiuyan visited MOR on March 4th to appreciate MOR’s support to Qinghai’s socioeconomic development   and  seek  further  assistance in railway construction and transportation. It’s an unshirkable duty of railways to support Qinghai’s socioeconomic development and MOR will go all out to advance railway development  and incline transport capacity to Qinghai so as to further contribute to Qinghai’s  economic development and the well-being of the local people, noted Minister Liu Zhijun.   
    3月6日上午，陕西省委书记赵乐际、省长袁纯清来到铁道部，与铁道部党组书记、部长刘志军就加快陕西境内铁路建设举行会谈。双方一致表示，进一步掀起陕西铁路建设新高潮，加快建成陕西发达完善的铁路网，为陕西实现建设西部强省的目标提供强大的基础保障。
    Secretary  of CPC Shaanxi Committee Zhao Leji and Shaanxi Governor Yuan Chunqing visited MOR to meet with MOR Party Secretary & Minister Liu Zhijun on March 6th morning. The two sides expressed to make joint  efforts to usher in a new surge of railway construction in Shaanxi  and develop a modern railway network in Shaanxi in a timely  manner so as to secure powerful infrastructure assurance for Shaanxi to become a strong western province.
    3月7日，在十一届全国人大一次会议新疆代表团的全体会议上，中共中央政治局委员、新疆维吾尔自治区党委书记王乐泉充分肯定铁路对新疆经济社会发展所作出的重要贡献，希望继续加快新疆铁路事业的发展，为新疆落实科学发展观，实施稳疆兴疆、富民固边战略提供强有力的运输保障。
    At the March 7th plenum of the Xinjiang Delegation during the first  session  of the 11th NPC, Member  of  the CCCPC  Political  Bureau & Secretary of CPC Xinjiang Committee Wang Lequan  spoke  highly  of railways’ contribution to Xinjiang’s socioeconomic development and hoped for faster railway development in Xinjiang so as to secure adequate transport capacity for Xinjiang to carry out the  scientific  view  of development, sustain stability and bring prosperity to Xinjiang.
    3月7日，国家发展和改革委员会、铁道部、交通部、广东省、海南省在铁道部就琼州海峡跨海通道建设举行会谈，并签署会谈纪要。中共中央政治局委员、广东省委书记汪洋出席会谈和签字仪式，他希望各方共同努力，做好琼州海峡跨海通道工程设计方案的论证和优化，建立协调沟通机制，尽快启动相关工作，科学务实地做好琼州海峡跨海通道工程前期研究。
    Representatives from NDRC, MOR, MOC, Guangdong  Province and Hainan Province held a meeting on the development of  Cross-Sea Corridor of the Qiongzhou Strait at MOR and  inked Minutes of Talks on March 7th. While attending the meeting and signing  ceremony, Member of the CCCPC  Political Bureau & Secretary of CPC Guangdong Committee Wang Yang called on all sides to make joint efforts to review and optimize  the corridor design, establish coordination mechanism and initiate relevant work so as to manage the preparatory work in a science-based and down-to-earth manner.
    3月7日，四川省省长蒋巨峰来到铁道部，感谢铁路部门在抗击雨雪冰冻灾害中对四川的支持和帮助，介绍了加快铁路建设的有关情况。铁道部党组书记、部长刘志军在会谈中指出，好字当头，好字优先，又好又快推进四川铁路建设。
    Sichuan Governor Jiang Jufeng visited MOR on March 7th to thank the railway departments’ support and assistance in Sichuan’s fight against the recent freeze disaster and briefed on Sichuan’s railway development. MOR Party Secretary & Minister Liu Zhijun expressed to advance  the railway construction in Sichuan in a sound and rapid manner.
    3月7日，铁道部与广东省就加快广东铁路建设举行会谈。中共中央政治局委员、广东省委书记汪洋强调，尽快建成发达完善的广东铁路网，以新一轮的基础设施建设带动新一轮大发展。
    MOR held talks with Guangdong Provincial Government on acceleration of Guangdong  railway on March 7th. Member of CCCPC Political Bureau & Secretary  of  CPC Guangdong Committee Wang Yang emphasized to develop a modern  railway network in a timely manner  so as to usher in a new surge of  socioeconomic development fueled by infrastructure development.
    3月8日上午，福建省委书记卢展工、省长黄小晶与铁道部党组书记、部长刘志军在铁道部商谈加快海峡西岸铁路网建设问题，并签署《关于推进海峡西岸经济区新一轮铁路建设的会议纪要》，海峡西岸经济区迎来新一轮铁路建设高潮。
    Secretary of  CPC  Fujian  Committee Lu Zhangong and Fujian Governor Huang Xiaojing held talks with MOR Party Secretary & Minister Liu Zhijun on acceleration of railway construction along Taiwan Straits’ west coast on March 8th morning. The two sides inked Minutes of Talks on a New  Round  of  Railway  Construction in Taiwan Straits’ West Coast Economic Area, which foresees a new surge of railway construction for the area.
    3月9日，铁道部江西省加快推进江西铁路建设高层会晤在铁道部举行。双方一致表示，进一步加大江西铁路建设推进力度，为促进江西崛起新跨越提供可靠的基础保障。
    MOR  held  high-level talks with Jiangxi Provincial Government on acceleration of Jiangxi railway on March 9th. Both sides agree to make more efforts to develop railways in Jiangxi Province  so  as to secure reliable infrastructure assurance for Jiangxi’s uprising and leaping forward.
    3月10日，铁道部党组书记、部长刘志军与江苏省委书记梁保华、省长罗志军举行会谈，并签署《关于加快推进江苏铁路建设的会议纪要》。双方表示，认真学习贯彻3月5日胡锦涛总书记在参加十一届全国人大一次会议江苏代表团审议时的重要讲话精神，推动江苏铁路建设进入加快发展新阶段，为江苏当好改革开放排头兵提供可靠基础保障。
    MOR Party Secretary & Minister Liu Zhijun held talks with Secretary of CPC Jiangsu Committee Liang Baohua and Jiangsu Governor Luo Zhijun on March 10th and inked Minutes of Talks on Acceleration of Jiangsu Railway. The two sides vow to earnestly study and implement the important instructions delivered by General Secretary Hu Jintao when joining the panel discussions with Jiangsu Deputies on  March  5th during the First Session of the 11th National People’s Congress, so as to lead Jiangsu railway into a new and faster development phase and secure reliable infrastructure assurance for Jiangxi to  become  a  pioneer in reform and opening-up.
    3月13日，黑龙江省省长栗战书到铁道部，与铁道部党组书记、部长刘志军举行会谈。双方一致表示，加快推进黑龙江铁路建设，为构建充满活力、富裕文明、和谐稳定的黑龙江提供基础设施保障。
    Heilongjiang Provincial Governor Li Zhanshu  held  talks  with  MOR Party Secretary & Minister Liu Zhijun on March  13th. The two sides agree to  accelerate railway construction in Heilongjiang so as to secure infrastructure  assurance for the vitality, wealthiness, civilization, harmony and stability of the province.
    3月14日，甘肃省省长徐守盛到铁道部，与铁道部党组书记、部长刘志军就加快甘肃铁路建设、加强铁路运输等举行会谈。双方表示，加快甘肃铁路建设步伐，确保甘肃重点物资运输，助推甘肃经济社会又好又快发展。
    Gansu Provincial Governor Xu Shousheng held  talks with MOR Party  Secretary & Minister  Liu Zhijun on how to accelerate Gansu railway and  reinforce  railway  transportation on March 14th. The two  sides vow to speed up local railway construction and guarantee key material transportation so as to realize  sound  and  rapid   socio-economic development for Gansu.
